A common question is whether there's a console command to set your naval capacity to a fixed number. There isn't a direct one — naval capacity in Stellaris is derived from technologies, starbases, ascension perks and edicts. But the console still lets you field a massive fleet three different ways. First, open the command console (~).
1. Spawn a free fleet with create_navy
The closest thing to a naval-capacity cheat is create_navy. It takes a fraction of your current capacity and spawns a ready-made fleet of that size at no cost. To fill your entire naval capacity in one go:
Use a smaller fraction for a partial fleet — create_navy 0.5 spawns half your capacity. See the create_navy command page for details.
2. Raise the cap by researching fleet techs
Naval capacity climbs as you unlock Doctrine technologies and other fleet-size boosts. The fastest way to max it out is to research everything:

3. Go over the cap and pay for it
Stellaris lets you build past your naval capacity — over-cap ships just cost extra energy-credit upkeep. If you don't care about the penalty, keep building and cover the bill with the cash command:

Tips
create_navyscales off your current capacity, so raise the cap first (step 2) and then spawn the fleet for the biggest result.- All of these are cheats: they disable achievements for the session and don't work in Ironman.
