Accidental Outbreak
Our genetic modification of the nodal consciousness on … has rendered the species useless as a vector for advanced intelligence. Unfortunately, the introduction of a novel virus to the water supply has had unexpected complications, first spreading to the local fauna, and then to the planet's sapient population. While a Singularity-level event has been successfully prevented, there is no doubt we have caused irreparable damage to a burgeoning society.
The command below will trigger the "Accidental Outbreak" event in Stellaris:
