In an effort to 'streamline' processes, certain basic amenities have been curtailed. Jobs that were once done by hand are increasingly automated, and local government has found itself unable (or unwilling) to stem the tide of change. Many of the inhabitants are increasingly uneasy about what is taking place on their world.
The command below will trigger the "Uneasy Synergy" event in Stellaris:
