Our agents on … have introduced the modified virus to the planet's water system. Initial reports indicate a marked reduction in the processing power of the nodal consciousness. Unfortunately, our efforts have not gone unnoticed: some of the inhabitants are beginning to whisper about 'outside' influences.
The command below will trigger the "Suspicious Minds" event in Stellaris:
