The command below will trigger the "Technological Contamination" event in Stellaris:

When this event fires, you can choose between these 3 options:
- Let the drones pick at our scraps.
- …: +20% Technological Progression.
- What if we were to turn it on?
- … will advance to their next technological age.
- Remotely detonate all the local infiltration equipment.
