Leader event

… presents a database containing sensitive information gathered over the years from … extensive contacts. The massive cache includes everything from schematics over military installations, secret research, and extracts from mind probing. What is offered is valuable, but using the information may escalate internal as well as external conflicts.

The command below will trigger the "Gathered Intel" event in Stellaris:

When this event fires, you can choose between these 2 options:

Use the data.
- 25% chance other empires' opinion of us changes by -25.
- Unity: +None to None
- Physics: +None to None
- Society: +None to None
- Engineering: +None to None
Destroy the data.
- Unity: +None to None
