Our empires share a common enemy: the Minamar Specialized Industries. To protect ourselves against this threat, we suggest giving their operatives access to our classified intel.

The command below will trigger the "Shared Intel" event in Stellaris:

A valuable proposal.
A common enemy doesn't make us friends.
