It appears that the so-called … are part of a previously unknown nomadic civilization. Rather than settling on any world they, like us, travel through space aboard great Arkships, at least one of which is visible within our sensor range. So far their transmissions have resisted all attempts at translation.
The command below will trigger the "Wandering Arkship Detected" event in Stellaris:
