  • We make a hard-line diplomatic response to their obnoxious little protest.
• We can't afford an incident... cancel the exercise.
  • We cancel our ongoing fleet maneuvers to improve relations with the …. The military will not be pleased.
  • Gain modifier: Canceled Fleet Maneuvers
• Our diplomats will smooth things over.
  • We make a conciliatory response to lessen the diplomatic damage, but the exercise continues.
