Suspected criminals are increasingly pleading not guilty, claiming their clones committed the offenses. In cases where suspects are not caught in the act, it has become nearly impossible to prove guilt. Some judiciaries are now calling for the effective decriminalization of most illicit activities.
The command below will trigger the "The Burden of Proof" event in Stellaris:
